Perform projection operations for Cartesian (CAR) projection

CALL WCI1_XPCAR( OP, UNPROJ, NPAR, PARAM, PROJ, STATUS )
Description
Performs conversions for the CAR projection. This is the simplest
possible (sensible) projection.

Operation code

UNPROJ[2] = DOUBLE (given and returned depending on OP)
Unprojected coordinates

Number of projection parameters
