A simple variant of the etc class which simply copies its files
into the directory $AST_ROOT/$SYSTEM/etc/docs. The only token used
is DOC_FILES which is a list of the documents to be copied. Current
practice in ASTERIX is to have all user documents available in an installation
regardless of the modules actually installed. System maintainance and
programmer documentation may however be module specific.
