The tools class supports C and Fortran stand-alone programs. These
tools are used to support ASTERIX operations. Examples include the file
streamer at_strm (used by GEN_make) and the help reader. The
requirement on the linking of these tools is that they must not
depend on any other part of ASTERIX. They may require linking against
Starlink libraries. Executables are built to the $AST_ROOT/$SYSTEM/bin
directory and installed in $INSTALL/bin/asterix.
