The user must select which LIST's within the EVENT dataset are to be used in the rectangular to polar conversion. A pole is specified in the same units as these lists. The direction of increase of the first list defines zero of azimuth, and the direction of increase of the second list defines +90 degrees.
The polar bins are then defined. Only regular azimuthal bins are allowed, but either regular or irregular radial bins are permitted.
The output dataset may optionally be normalised to unit bin area.
