RESET : Reset bits of selected records

SIF : Select records with specified bits set
SNIF : Select records with specified bits not set
A is a list of record numbers. Eg. 1,2,3 or 1:4. Use
ALL to specify all records.
A is a list of one or more quality flag names, separated by
commas
