 lan_rate_stream__define
        Define a class for Lan (HISCALE/EPAM) instrument rates.
        This will be the class for the regular ULA/UAF rates (and the
        corresponding EPAM data). The subtle differences between the
        instruments will be handled by subclasses (hiscale_rate_stream
        and epam_rate_stream).

 Superclasses:
        rate_stream

 Members:
        cadence         int     How many spins are averaged in raw data
        Spin_one        int     The spin index of the first raw datum
