 make_lan_rate_descr
        Make up a description of a the channels for a given head of
        a LAN instrument.

 Usage:
        descr=make_lan_rate_descr(idfref, head)

 Arguments:
        idfref  (lan_idf)       Reference to a lan_idf object.
        head    string          The name of the head whose properties
                                are needed.
