mag_rate_stream::copy_raw_processed

 mag_rate_stream::copy_raw_processed
        Copy the raw data to the processed data.

 Usage:
        strref -> copy_raw_processed

 Keyword:
        no_prompt       If set, then don't prompt the user if there is
                        already processed data present

 Notes:
        Just calls the rate_stream method and then if this is a phi
        stream rolls the values if needed.
