 uds_rate_stream::set_channel
        Assign the channel of a UDS stream.

 Usage:
        rv = strref -> set_channel(instrument, channel)

 Arguments:
        instrument      string  The spacecraft/instrument to which
                                the channel belongs
        channel         string  The channel to plot.

 Keyword:
        null    If set, then clear the channel and return zero.
