 spect_stream::apply_edits
        Apply edits to a spect stream.

 Usage:
        strref -> apply_edits, edits, taxis, tptr, trefc

 Arguments:
        edits   struct  input   The list of edits to apply.
        taxis   double  input   The times of the sample midpoints (uncut)
        tptr    pointer input   A pointer to the already edited time array.
        trefc   pointer input   A pointer to the refcount for the time
                                array.
