 pad_dataset::pad_panel_corner
        Compute the region size and location for a PAD plot panel.

 Usage:
        region= dsref -> pad_panel_corner(ytop, ix, iy, gang)

 Arguments:
        ytop    float   The top of the overall page in NDC (i.e. the
                        bottom of the title bar)
        ix      int     The column number
        iy      int     The row number
        gang    int     The nuber of strips to be placed on the page.
