 pad_get_data
        Return data from a PAD dataset

 Usage:
        pad_get_data, rates, pitches, times

 Arguments:
        rate    float   OUTPUT  A named variable in which to return
                                the rates or fluxes
        pitches float   OUTPUT  A named variable in which to return
                                the pitch angles or cosines.
        times   float   OUTPUT  A named variable in which to return
                                the times.

 Keywods:
        accum   float   output  A named variable in which to return
                                the accumulation times for the rates.

 Notes:
        LOOK-direction panels are excluded from the output.
