get_ula_rate

 GET_ULA_RATE
        Gets a RATE data block from the input data and returns it as a
        structure of type "ula_rb".
        Called by ULA_STRUCT.

 Call:
        get_ula_rate, data, dds

 Arguments:
        data    byte    input   The input data array
        dds     struct  output  The structure returned, of type "ula_rb"
