rate_offsets

 rate_offsets
        Set the offsets for the current dataset if it is a rates
        dataset.

 Usage:
        rate_offsets, offsets

 Argument:
        offsets float   An array of offsets to use, these are factors
                        by which to offset the nth trace

 Keyword:
        factor  float   Alternatively a fixed factor between sucessive
                        traces may be used

 Notes:
        If an array is used and it's length doesn't match the number
        of traces, then the last factors is replicated.

 Datasets:
        RATE
