 trk_idf::get_bins
        Return the energy bands of a PHA channel

 Usage:
        geom = trkref -> get_bins()

 Keywords:
        count           If set, then just return how many bins are
                        defined.
        bin     int     If specified, then just return the energy range
                        of that bin
        kev             If set, then return energies in keV not MeV.
