 uleis_idf::get_efficiency
        Return the efficiency range of a ULEIS channel or range at a time 
        or times.

 Usage:
        efficiency = calref -> get_efficiency(channel, time)

 Arguments:
        channel str/str The channel whose efficiency is needed.
        time    double  The time or times at which the range is needed.

 Keyword:
        ending  output  The last JD at which this list is valid
