strhelper_sector::get_sectoring

 strhelper_sector::get_sectoring
        Return the sectoring options of a rate dataset.

 Usage:
        sects=strref -> get_sectoring()

 Keyword:
        count           If set, then return how many sectors there are.
        possible        If set, then return whether the stream can
                        be sectored.
        local           If set, then only return a useful value if the
                        stream has locally set sectoring.
        is_local        If set, return whether the stream has local
                        sectoring settings or not       

 Notes:
        Setting both the count and possible keys returns the number of
        sectors in the original data.
