10.  From Table 3 of the Fukugita paper, the major component of observed baryons locally (ie z=0) is plasma in groups of galaxies, although the observational uncertainties are large and involve some extrapolation.

The value of Omega_baryon , from the sum of all observed baryons, is 0.007-0.041 (for Ho=70 km/s/Mpc). Note the large uncertainty.
