The fundamental distinction is that cold dark matter consists of particles sufficiently massive that they have low thermal velocities at the epoch before recombination when structures are starting to grow. Hot dark matter particles are relativistic at this time, and therefore stream out of small potential wells easily. This has the effect of suppressing the growth of structure on small mass scales.
