The HDS interface to the BinDS class is well defined apart for those
data members which are required to support some features of the OGIP
format for spectral data. In that format systematic and statistical
errors can be handled separately. The solution adopted will be that
for HDS the SystematicError component would not be present, and
the StatisticalError component will give the same data as the
Error component.
