 new_environment
        Create a new empty top-level environment

 Usage:
        new_environment


 Keyword:
        force   If set and non-zero, then don't check the environment
                changed flag. (Should only be used by the menu which
                has already done so).
 Notes:
        Destroys the current environment.
        If it fails it exits IDL
