ratio_rate_stream::get_log_plottable

 ratio_rate_stream::get_log_plottable
        Return whether a stream can be plotted on a log scale or not.

 Usage:
        ok = strref -> get_log_plottable()

 Notes:
        A ratio stream is log plottable, a spectral index one isn't
